Vote to approve draft PAR for revision of IEEE Std 1076.1.1

As discussed in the Web meeting of the IEEE P1076.1 Working Group on July 14,
IEEE Std 1076.1.1-2004, VHDL Analog and Mixed-Signal Extensions---Packages for
Multiple Energy Domain Support, has reached the end of its 5 year cycle after
which reaffirmation or revision of the standard is required. Our goal is to
integrate this standard into the 1076.1 standard as part of the next revision,
but this will be too late for 1076.1.1 to remain valid. Therefore, a revision of
the standard is required. The goal is to get this done quickly with a minimum
number of changes, and deal with possible enhancements as part of the
integration into the 1076.1 standard.

The revision of a standard requires a PAR (Project Authorization Request) to be
filed with the IEEE. At the July 14 meeting I presented a draft PAR for
1076.1.1, derived from the original PAR by changing references to IEEE Std
1076.1-1999 to IEEE Std 1076.1. Additionally, the stakeholders for the standard
were described. The draft PAR document is attached.

The revision of IEEE Std 1076.1.1 will entail the following:
o Change references to IEEE Std 1076.1-1999 to IEEE Std 1076.1 (without year)
o Add comments to package material_constants to clarify the units of the
   constants ambient_temperature, ambient_pressure, ambient_illuminance.

The process from here is as follows.
o The draft PAR must be approved by the Working Group. This is the purpose of
   this message. Approval of the draft PAR requires a majority of the Voting
   members of the WG.
o The draft PAR must be approved by the DASC, our parent organization
o The draft PAR must be approved by NesCom, the New Standards Committee of
   IEEE-SA
o The revised standard must be approved by the WG. This approval requires a 75%
   majority of the Voting Members
o A balloting group is formed at IEEE-SA to ballot the revised standard
o The balloting group votes on approving the revised standard. A 75% approval
   rating is required, and all negative votes must be resolved.
o If necessary, a recirculation ballot is conducted
o The revised standard is submitted to the IEEE-SA RevCom for administrative
   approval.

To get the process started I am calling for a vote of the WG to approve the
draft PAR for a revision of IEEE Std 1076.1.1. All members of the WG who are
also members of the DASC are eligible to vote. Participation in the vote will
count for future eligibility to vote as described in section 4.1 of the P&Ps of
the WG. The question to vote on is:

	Do you approve the attached draft PAR for a revision of IEEE Std 1076.1.1?

Valid positions for this vote are:

	Affirmative
	Do not approve (Negative with comments)
	Do not approve (Negative without comments)
	Abstain
