Craig,

Thank you for submitting these two requests for clarification. The
1076.1 Working Group has a subcommittee to address questions of this
kind, in parallel to the 1076 ISAC (Issues Screening and Analysis
Committee). As the chair of this subcommittee I have asked Ken Bakalar
to investigate the issues and report his findings to the subcommittee.
The subcommittee will then provide an official resolution that also
will find its way into the next revision of the LRM.

In parallel to Ken's work, I will set up a mechanism that allows
efficient filing and tracking of such questions or requests. As a part
of this work I will assign tracking numbers to your requests. When
done, I will post the procedure to file issues to the reflector.
